Maybe it is an issue with roaming, as you surmise. Seems bizarre that one roaming SIM would make any issue with the other SIM, but I suppose not impossible.

Haven't tried it with two local sims because that's not how I use my phones. The second sim is my 3 Mobile UK which I use for free roaming data when abroad. If I'm in the US it would be used with a data only T-Mobile sim. I use my Google Voice number worldwide so data is more important to me.
Right, I mean tried 2 local SIM for troubleshooting purposes... Not as a permanent solution.
