I ordered yesterday a phone with MT6582 for my sister in law. Is there any development for custom rom for this kind of phones? Is it possible to use same tools for rooting and how about CWM?

Yes, rooting MTK6582 and backing up and tools will all be the same.
Custom ROMs will have to be specifically made for the model of phone she has. Except for LeWa, MiUi, CW, I don't really recommend custom firmwares anymore unless they fix some significant bugs. The best solution for doing some easy customizing is with
GravityBox and Xposed. Of course, if the custom ROM fixes problems with the stock firmware, that's all good.
