Did you try Kernel Adiutor ?
In the menu settings go to Kernel CPU, Check Apply on Boot
Set the minimum Frequency to 200 MHz
(Maybe at first it changes but re set it and it will be ok at reboot)
I haven't change CPU Governor (it's Interactive)
You can do also for Kernel GPU, set the minimum to 220 MHz
Reboot to set them
Here are my results with CPU spy :
I have less bugs than with 2.6 : phone calls always working no need to try twice, no apps crashes the phone that need hard reboot.
For battery you need to wait some full discharge and recharge to get good statistics.
Only one thing is not working for me for the moment is VR apps. There is a crash in kernel I think so accelerometer is not working after that. It can run 10s and stop (only in VR apps) : will report to Innos Chat with logs hopefully then can make it working later as in 2.6.
