It's not only about ISP. You must make sure all settings are correct for your carrier. What carrier do you use? If you can't find the correct information regarding APN settings for them, you should call them to check what the appropriate settings are.

Often tech support won't even be able to tell you whether your area is covered by which frequency, but you can try to ask them. Your phone surely doesn't have 1900MHz frequency. It has 2100MHz only or 850MHz/2100MHz WCDMA

Are any of those UMTS modes selectable? It looks like the're all deselected. Try to tap UMTS 2000 and see if you can turn enable it.

nothing in umts selectable, and i cannot make it enable, i tap it, but nothing happen

Okay. Yea, that's not good. Have you attempted to use different basebands or firmware yet? Either this phone doesn't have 3G/WCDMA/UMTS at all, or there's a problem with the firmware or baseband.
I know... You suggested that from the start, however it's a very rare situation for that to actually be the case. Have you contacted the seller to check if there's some firmware update available?
Have you checked in MTK Droid Tools (see general tools sub-forum) to see if the CPU is truly MTK6572?
I also wonder if this is an old MTK6572, or new MTK6572. There was an old MTK6572 that was single-core. A couple years old now.
What does the phone score on Antutu?
What's the LCD resolution?
Sorry for all the questions. I'm trying to determine if the seller sold you an old MTK6572 phone disguised as a new one.
Honestly, my first guess is the phone doesn't have UMTS/WCDMA at all, but I could be wrong. Let's hope it's a firmware/baseband issue.

i get another modem file from my friend that able to 3g with the same phone
but when i change the modem file my baseband version is null in mtkdroid tools
and imei missing also
He has the exact same phone as you? What about firmware and kernel version? Are they different?
