Elephone p6000 just released. The GPS in the review worked great. I don't think he tested compass. Might want to add a comment in the review for checking. So far the phone looks awesome for 900/2100. Umi and Lenovo are also a good bet.

I agree that the Elephone P6000 review seemed promising .
Right now (as of yesterday) the ulephone has my attention. Unfortunately, I haven't seen many reviews for it yet. If it were me, I'd wait until we see how it does.

The Elephone P3000s really has quite the feature set and power for the price as well. I'm optimistic to see how this one turns out. Right now it's backordered everywhere, but that also likely means there will be plenty of reviews out there to scope. Right now it's kind a bit out of your budget, but maybe we'll see some coupon codes or something pop up.
For an ultra budget phone, the THL 4000 really has my attention. I love battery life. I love battery life so much. I'm considering downgrading my phone to get one of those just because of the insane battery size. With coupon code it can be had for around $85, which is roughly half your budget. Kind of cool.

Good luck. Let us know how it turns out. If you don't like it you can still buy the THL 4000 and probably stay within your budget!
