I didn't get this error, but at least one user got "invalid scatter file" error when attempting to flash the 20170630 Doogee Mix ROM.
According to him, there were Chinese characters in the folder name of the ROM. If you happen to get an invalid scatter file error, check to make sure no funky Chinese characters in the ROM or the scatter.
In addition, some users are attempting to flash the OTA update ROM with SP Flash Tool. This will cause "invalid scatter error" if trying to load OTA scatter in SP Flash Tool. (It is generally not possible to flash OTA with SP Flash Tool).
