My opinion is to leave the current ROM on the phone unless there's some substantial problem that's fixed by a custom ROM.
As to whether junk apps are removed, you'll have to look in the description of the ROM, but normally yes they will remove the junk. Problem is, often they add their own "junk apps"
Also, I'm not sure what phone you have, but generally if buying a main brand China phone there's little to worry about with junk/spy apps. They have gotten a lot better over the years about including this crap on the phones.
