Taking away the batterie for longer time (at least for about 60 min) has the affect, that the phone starts normally. "How did it get into this state?"
Did you flash it with a different ROM than stock? Can you revert it back to stock? If so, does it solve the problem once on the correct stock ROM? Do you have a backup? Was it like this from the factory?
It is important to be specific for anyone to give you help. The first step is the most important - that is to figure out if the issue is hardware or software.
