[Question] Anyone got problem 3G 850MHz and Location Service

ciao, I live in Italy, my brother has the Star S5 and a friend of mine has Star S4. both phones have great problems with 3g connection. we tried rom with root, tried even this fix, tried some "3g fix" applications from market but with any Italian's phone operator, 3g crashes or does not work sooner or later. with s4 we have to remove the battery when 3g stops working or the phone is unreachable from outside calls! in every s4 custom rom released on the web, the question is always the same: works 3g? is it possible that no one here has this problem? any solution? thank you and sorry for my poor english :-)
