How did this originally happen? Did you try flashing a ROM which set the phone like this?
If you didn't flash an incorrect ROM, it might be possible to recover just from wiping your caches. If you did try to install an incorrect ROM, the only way to recover is to find the correct ROM for your phone and to flash it. Before you can do that, you have to know specifically what phone you have so you make sure you have the correct ROM.
