Yes, most phones are made in China. If Blu Life is an American company and selling the phones in America, then obviously they'll be going through the efforts to include 1900MHz radios. The issue isn't whether MTK is compatible with 1900. The issue, is did the manufacturer include a radio set for 1900MHz WCDMA.
Regardless, I 100% believe Blu Life phones have 1900. They are sold by Best Buy. The issue is iNew. You and I can both believe 100% that iNew phones have 1900. Maybe they do. I just haven't seen anyone confirm it, let alone 'proof' of it, which is very odd for a phone that's been out for a year. No legitimate China sellers list 1900 for iNew phones.
So let's try and get the proof of it. Then we will be happy and joyous because we found a China brand with MTK that has 1900.
Two roads diverged in a yellow wood,
And sorry I could not travel both
And be one traveler, long I stood
And looked down one as far as I could
To where it bent in the undergrowth
