This is a clone? If so, I would recommend sticking with the popular China brands in the future. The clone makers sometimes try to get all fancy with new skins and stuff and leave important stuff out. I know that does not help much now, but in the future.

It is possible the settings are buried deep somewhere else, but short of root access with a settings app that works with your device or a full ROM, I wouldn't get my hopes up.
Root on the device is step 1 if you can't find anything in the current setup. Step 2 is a backup/recovery, but you may have to make your own. Plenty of tutorials on that, but if you go that route, there is a very real chance you will brick your phone, so be positive you want to take the risk.
As for a settings app, it must be from, or designed for, a device as close to your TRUE specs as possible. DPI, CPU, RAM, ROM, OS version, etc.
Keep us up to date of you find a solution and we will look around for you and maybe find a solution.

Phone is Star HD5000. With "new" Settings I did the job, now I'm back to this - original one. But still, can't believe that some basic options are missing. Yes, phone is rooted, I made some CWM backups,, but wouldn't dare for something else because my knowledge is very limited.
