As far as I know, there aren't any serious brands making 3 or 4 SIM mobiles. That doesn't mean they don't exist, but the there's not a lot of demand for these and the main SoC manufacturers don't support them.

There is the HTM H9503.

It is a dual-core, 3 SIM, Android phone. Focal Price and Toms Hardware are the only places where there seems to by anything written about it. If you buy this device, it will be a large risk in my opinion, so only go for it if you do not really need the money... or REALLY need a 3 SIM Android phone.

I have not heard of a 4 SIM Android phone, buy it is entirely possible that there is one out there.

Also, if you go on Ali Express, go ahead and do a search for

Make sure on the side that you select the correct SIM card quantity after your search.

You will notice very quickly that there are not too many available.

If you NEED or MUST have a 3-4 SIM dumb phone, then at least one that also serves as a powerbank is a good idea.

Acer E700 3 sim is the best out there. Reasonable price, great battery and 3G on all sim slots (no need to swap) plus worldwide frequencies.

4 SIM and you only need talk, and you require cheap, from what I have read from your post.

Like I had said in this post, aliexpress may be your only hope.

Your best bets are (in order):

1.H-mobile X8
This device has 4 SIM, bluetooth, and a large battery that can also be used as a powerbank. It is also the most expensive at around $75

2. Mobile Phone 206 4 Sim Cards 2014
Smaller, cheaper at around $40, bluetooth, 2 TF card slots.

3. 6700 4 Sim cards Phone
Much like #2 above. Seems like an the older model of #2, similar price.

All of these are on aliexpress. On chinaphonearena there is a thread on Aliexpress, giving advice. Take it. Try to get a phone that has been well reviewed if you can. Make sure the seller is highly rated with many transactions. Check ALL options are correct before you order. Send a message to the seller to confirm the specifics of the device (frequencies, bluetooth, etc) that are important to you. Basically be as close to 100% sure that you will be getting what you need and that if there is a problem, you can do something about it.
