[Question] CPU frequency control

I am currently using 'cm11-look-alike' variant of the rom (see need...): I am trying to reduce max screen-off frequency (using AndroidTuner) but I get no effect (while reducing max screen-on freq is effective).

Do you have any suggestion (app, mods, ...)?
