ROM not loading in flashtool

[attachment=2984]Hello, I have a ROM (with .sca file) which will not load in the JLINKS flashtool. Is there a tweak in Windows 7 that will make it work? I have included the compressed ROM
(59MB, [Only registered and activated users can see links Click here to register])

and a screenshot of folder contents.
