[Question] how to unlock the option to move applications to the SD card

Hello,

I have a problem with my new phone Homtom HT3 Pro. In the options the application does not have the option to move to SD card. AppMgrIII claims that the manufacturer has blocked this option. How do I fix this? The phone is rooted.
