I had a similar problem long ago. The ONLY fix (and I mean the only, I tried everything) was to:
1. Wipe the phone from CWM - davlink, all cache, etc
2. Install clean ROM.
3. DO NOT REBOOT
4. Immediately wipe all cache (don't ask why, but wouldn't work otherwise)
5. Install a signed .zip Gapps (only an older 4.2 version seemed to work in this) in CWM.
6. Shut phone down.
7. Boot phone and go through initial Google setup
8. Reboot
9. Go to Play Store and update everything.
I'm sure you have already done something similar or exact by your posts, but if not, it may be worth a shot.
I am trying to follow these instructions :

But I am puzzled. The recovery.img is in the root of the phone. To which I only have access (through MobileUncle) by Recovery Update, which does not propose anything other than choosing the recovery image to flash.
When MobileUncle finishes that task with the recovery.img, I am presented with the option of rebooting to CWM recovery mode.
It is in this CWM recovery mode that I may wipe the cache, battery, davik, etc...
Or, there is another method to follow your instructions of which I am presently unaware. Please, do enlighten me so I may reproduce your successful gapps installations !

During this process in the Recovery CWM mode, I saw on the list of possibilities, Fix Permisssions.
Which permissions ?
