Enable wifi calling

My mom's 2g flip phone got a great signal everywhere except at home. So I got her a cheap android phone, figuring I could simply enable wifi calling. But the new phone does not have that setting in phone settings or call settings.

Is there a way to enable wifi calling without Skype or similar app?

Phone Star x980; Service T-mobile $30 4g prepaid. Phone has no problem with 3g or wifi. Phone works fine as long as I manage RAM usage (has faked RAM).

Short answer: people are using Google Hangouts Dialer as a workaround.
