From 27-25% to 13% my battery drains in just 2-3 minutes and it is always in that period. Tried with new battery and same thing. Tried with battery calibration application and same thing again. What can i do more? Maybe flash new ROM?

Don't spend another second worrying about it. It's not abnormal to not have an uneven discharge in regards to %.
